What you will be doing
Statutory Compliance Filing: Execute statutory filing for precursor/explosive chemicals, ensuring zero over-procurement.
Lifecycle Ledger Management: Maintain 4 chemical ledgers (precursor/explosive/toxic/waste), meeting retention & traceability requirements. Conduct monthly ledger audits (≤5% variance), eliminating criminal liabilities.
Dual-Control Mechanism Enforcement: Implement dual-control for precursor chemicals with 100% same-day return of unused materials.
Security System Oversight: Ensure ≥90-day video retention, manage security patrols and fast alarm response.
Hazardous Waste Compliance: Supervise waste transfer manifests and decontamination protocols for cleaning tools.
Emergency Response Management: Lead regular leakage/theft drills, maintain 100% operational emergency resources.
Administrative & Regulatory Coordination: Manage compliance documentation, fast respond to government inspections.
Performance & Protocol Optimization: Assess security KPIs (patrols/response:40%), update safety protocols biannually.
Compliance Reporting: Report to QEHS & Security manager and colleagues on project progress and results. Monitor compliance of approved sub-budgets and, where appropriate, initiate corrective action.
Operational Administration: Oversee vendor contracts (courier, cleaning, copier leases, landlines, facility rentals) with cost settlements; assist in annual planning and corporate cultural initiatives.
Who we are looking for
- Functional Requirement
- Bachelor Degree or above with major in environment, safety, chemistry, materials, or related fields.
- 2+ years’ experience related to practical experience in hazardous chemical management, familiar with the filing process (Public Security Bureau, emergency management department);
- Proficient in the Regulations on Safety Management of Hazardous Chemicals, Safety Supervision Regulations for Gas Cylinders, and Safety Production Law;
- Be able to identify compliance loopholes in warehousing/transportation (such as expired gas cylinders and mixed hazardous waste).
- Have good skill in planning and organizing.
- Basic English communication by oral and written
- Good computer skills (MS Word, Excel, Power Point, Outlook)
- Excellent communication and interpersonal skills
- Familiar with western culture
- Ability to work under pressure with a "can do" attitude
